Emissions test result: exhaust gas recirculation flow insufficient detected. what kind of repair do I need?

You have to diagnose the entire EGR system, not just the EGR valve. Sometimes after several years, the EGR exhaust input and intake manifold passage ways get clogged up with carbon deposits and the only way to fix the insufficient EGR flow is to disassemble the components and clean the passage ways. Don't just automatically replace the EGR valve! That's not what the error code is necessarily an indication of.
